Is this an extract like KSM-66?

No. It is whole ashwagandha root powder, 650 mg per capsule, and the label prints no withanolide percentage. KSM-66, Sensoril and Shoden are branded extracts used in many ashwagandha trials, usually at 240–600 mg a day; results from those extracts don't carry over to root powder milligram for milligram.
